At the end it looked like the cops use that guy as a shield he got pissed told him to go F- off themselves and then you try to get them away from his car and they tackle him because he said no to using him and his car as a shield. That's one of those situations where you can just hurt that cop as much as you can and get away with it because they can't put your life in danger that's not their job.
